An accomplished, award-winning IT executive, IT strategist and digital government thought leader, Ron Moskowitz has 15+ years of executive leadership experience and is highly skilled at communicating an organization’s objectives and visions while striving for their achievement; developing strategic and business plans and providing structure for their attainment; and driving projects and goals toward timely completion.

Ron has worked in the information technology field for almost 30 years, including executive level appointments in the counties of Orange, San Diego and Los Angeles as well as senior positions at industry leading organizations. He began his career designing complex network infrastructures, building enterprise data centers and developing business specific applications for medical, commercial and hospitality industries. Ron then joined the County of Orange as the Chief Information Security Officer (CISO) and County HIPAA Security Officer, where his key contributions included developing the County strategic plan, policies, operational processes and technology architecture for information security and health care compliance. Subsequently, Ron served as the Chief Information Officer (CIO) for the San Diego District Attorney’s Office where he was responsible for overseeing business critical and multifaceted jobs in addition to developing new systems and improving applications upon which the organization relies heavily. He has also served as the CIO for the Los Angeles Treasurer and Tax Collector – the largest office in the United States – where he spent almost five years transforming legacy systems and processes to a modernized infrastructure and agile application development environment.

Currently as Deputy Executive Officer and Chief Information Officer for South Coast Air Quality District (South Coast AQMD), one of the largest and now most technologically sophisticated environmental air pollution agencies in the nation, Ron is responsible for implementing information technologies to automate and/or streamline agency business processes with the primary responsibility of overall planning, administration and coordination of the activities of the agency’s Information Management division. Ron oversees both computing infrastructure and software application solutions that are practical, focused, cost-effective and in the best interests of the entire agency and its system users.

With notable IT projects under his belt, such as the national award-winning South Coast AQMD air quality mobile app that provides real-time accurate air quality information to Southern California residents and has led to improved citizen engagement, positive user experience and media coverage from ABC7, NBC, FOX and Telemundo; the Replace Your Ride web application that aids residents to access incentives for the purchase of newer, less polluting vehicles of which has led California to plan statewide implementation; the Permitting System Automation web application that automates filing, processing and issuance of permits resulting in significant cost savings and a streamlined permit process; and the successful agency-wide transition to teleworking as response to the COVID-19 pandemic, Ron is attributed to several significant awards in technology for the organizations he has helped advance, including:

In addition to earning a Master of Business Administration (MBA) in Technology Management, Ron holds a number of highly sought industry certifications including Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM) and Information Technology Infrastructure Library (ITIL).
He has served as both a chair and active member on a number of state and local government committees and boards including the Los Angeles County CIO Council.
